31 <br /> 1 large, built beside very small homes and what kind of effect does that have. What kind of effect <br /> 2 does it have when you are on a busy road versus a quiet road within the same neighborhood? <br /> 3 Sometimes it is as much as a 25 percent hit in value. Houses that have— houses that have <br /> 4 power lines, high tension power lines through the front yard - and that again depends on which <br /> 5 neighborhood you are talking about. You talk about say, Green Street over in Durham. It's in <br /> 6 Trinity Park. This is an older established neighborhood with vintage homes. People like living <br /> 7 there. But if you live on Green Street where the high tension wires go through the front yards of <br /> 8 people, you are talking about a 25 percent hit in value, as opposed to any place else in Trinity <br /> 9 Park except if you're on Gregson or Duke Street. It matters. If you took the same high tension <br /> 10 wires and you were putting them in a neighborhood that is not quite as desirable, it would be a 5 <br /> 11 to 10 percent hit. It matters where you are. And in this neighborhood, which is - I can only think <br /> 12 of bucolic— if you are talking about something that is visible, then you are talking about <br /> 13 something that is going to matter. It's going to take a hit. It's going to be a big hit because it's <br /> 14 going to be against the character of the neighborhood. <br /> 15 Do you have any questions for me? <br /> 16 <br /> 17 Michael Fox: Just briefly, Mr. Thomas, do I understand that you live in the neighborhood? <br /> 18 <br /> 19 Bob Thomas: I live in Durham. <br /> 20 <br /> 21 Michael Fox: Oh, okay. Were you hired to do an appraisal? <br /> 22 <br /> 23 Bob Thomas: No, I was not hired to do an appraisal at this time. I have appraised maybe ten <br /> 24 properties in the subject subdivision over the years. <br /> 25 <br /> 26 Michael Fox: Were you asked to be here by someone tonight, or did you just come on your <br /> 27 own? <br /> 28 <br /> 29 Bob Thomas: I was contacted on Saturday by one of the homeowners. <br /> 30 <br /> 31 Michael Fox: Okay, to come and speak against this? <br /> 32 <br /> 33 Bob Thomas: I was to come and give my opinion as to the effect of what the solar farm would <br /> 34 be. <br /> 35 <br /> 36 Michael Fox: And did you do a formal appraisal. <br /> 37 <br /> 38 Bob Thomas: No. <br /> 39 <br /> 40 Michael Fox: Why not? <br /> 41 <br /> 42 Bob Thomas: I said that I didn't have any experience with solar farms, that in the time that was <br /> 43 allotted, that I would not be able to do that. It wouldn't make any sense, but, that I would <br /> 44 consider it in my opinion as an appraiser with decades of experience in the field, almost two <br /> 45 decades I should say. That it would be similar to other things that you see that are sort of <br /> 46 unusual, but that experience tells you will have a negative impact. <br /> 47 <br /> 48 Michael Fox: So you didn't look at any comps beside actual solar farms. <br /> 49 <br /> 50 Bob Thomas: No <br /> 51 <br />
