Margaret Lane <br />(919) 245 -2575 Suite 201 <br />(919) 644 -3002 (FAX) P O Box 8181 <br />www.co.orange.nc.us �' "�b cap° "yo- Hillsborough, NC 27278 <br />August 22, 2014 <br />NOTICE OF PUBLIC HEARING <br />2030 Comprehensive Plan — Future Land Use Element Map and Zoning <br />Amendments <br />Dear Property Owner: <br />This letter is to notify you of an upcoming public hearing pertaining to proposed 2030 <br />Comprehensive Plan Future Land Use Element Map and zoning changes that affect <br />your property. This notification is occurring in accordance with the provisions of <br />Sections 2.3 and 2.8 of the Orange County Unified Development Ordinance. <br />Through a previous joint planning process with Orange County, the Town of <br />Hillsborough identified an Urban Service Area outside of which municipal services, such <br />as public water or sewer, will not be provided. To establish consistency with the Urban <br />Service Area, the Town is adjusting its Extraterritorial Jurisdiction or "ETJ" boundary to <br />exclude any properties located outside its intended area for urban services. The <br />purpose of this County Future Land Use Map and zoning amendment process is to <br />assign County land use classifications to properties that are to be removed from the <br />Town of Hillsborough ETJ, which is to become effective October 1, 2014. Affected <br />property owners have also received notification from the Town of Hillsborough, as this is <br />a two -step, coordinated process: 1) Town adjusts /reduces its ETJ and with that, its <br />jurisdiction over land use and zoning; and 2) The County applies its Future Land Use <br />Classifications and zoning. <br />Areas for application of County Future Land Use Classifications and zoning comprise <br />approximately 500 -acres located generally near the Eno River between US 70 W and 1- <br />85/1-40 in Cheeks and Hillsborough Townships. Properties are to be classified to Future <br />Land Use Classifications including: Agricultural Residential and Public Interest District <br />(portions to include Watershed Protection Overlay Districts); and zoning districts <br />including: Agricultural Residential (AR) and Public Interest District (PID) (portions to include <br />Watershed Protection Overlay Districts and Special Flood Hazard Area). <br />This action does not affect the present use of your property. Due to the proximity of the <br />Eno River, sensitive natural areas, and floodplain, all proposed Future Land Use <br />Classifications and zoning districts listed above are of a very low- density residential, <br />agricultural and preservation nature. No commercial or industrial classifications are <br />proposed (See Attached Maps). <br />The Orange County Board of Commissioners and Planning Board will hold a Joint <br />Public Hearing on the proposed amendments on Monday, September 8, 2014 at 7:00 <br />p.m. at the Whitted Human Services Center located at 300 West Tryon Street in <br />
