DRAFT 6 <br />1 Commissioner-Foushee asked for a ballpark figure and Bob Sallach said that the minimal <br />2 area for just the transfer station could be 10-15 acres at the minimum. <br />3 Chair Jacobs said that Commissioner Nelson is an expert on the energy efficiency of rail <br />4 He also.said that the Board is setting aside Figure 9, the sites within the protected overlay, for <br />5 now, so that it is not too exclusionary. He suggested a bookmark of this, in case we want to <br />6 come back to this criterion later. <br />7 Commissioner Nelson asked if there was a way to include rail access in the weighted <br />8 criteria later on and Bob Sallach said yes. Commissioner Nelson said that you can move one <br />9 ton of freight 436 miles on one gallon of fuel. He would like to keep this in the technical criteria. <br />10 Commissioner Gordon made reference to he comment about the centroid generation and <br />11 said that she noticed that something was missing. Regarding the definition on #3, the second <br />12 definition should be the 12-mile distance. It just says the "12 distance." <br />13 <br />14 Another speaker made reference to the 2025 mean center, and said, that it indicates that it <br />15 includes Durham-Chapel Hill-Carrboro and asked why it did not include Mebane, since there is <br />16 a big development coming in at Buckhorn. Craig Benedict said that it includes all of the census <br />17 tracts in Orange County. The purpose for putting together the information was for the DCHC- <br />18 MPO area, but it included areas of Mebane that are in Orange County. <br />19 <br />20 4. Approve Manager's Recommendation to Adopt Exclusionary Criteria, incorporating <br />21 a~ additional changes to the Preliminary Draft as the BOCC may desire <br />22 <br />23 A motion was made by Commissioner Nelson, seconded by Commissioner Foushee to <br />24 adopt the Final Exclusionary Criteria incorporating the changes as stated above. <br />25 VOTE: Ayes, 4; No, 1 (Commissioner Gordon -She .disagreed because the 12-mile radius <br />26 from the centroid criterion excludes almost all places in Orange County that have. commercial or <br />27 industrial zoning instead of residential zoning and therefore excludes most of the places that are <br />28 most suitable for a transfer station) <br />29 <br />30 Bob Sallach said that the next step is to review these criteria and incorporate public. <br />31 comment, and then to finalize weighting factors. <br />32 Chair Jacobs said that he would be interested in knowing if things come up at the public <br />33 information meetings related to the technical and community-specific criteria that have not <br />34 previously been considered. <br />35 Bob Sallach read some of the technical criteria from. the PowerPoint on page 12. <br />36 <br />37 - Central location to waste collection routes <br />38 o Maximize waste collection efficiency -minimize costs <br />39 o Distance from end of collection route (general guideline) <br />40 <br />41 Assistant County Manager Gwen Harvey said that this was moving faster this evening <br />42 than staff expected. She said that there has been minimal discussion, about these technical <br />43 criteria with the Board of County Commissioners, so they were not prepared to go into the next <br />44 stages. <br />45 Chair Jacobs said that if the. public is going to be asked to comment'on something, then it <br />46 should be made available. <br />47 Bob Sallach said that he would be presenting this information at the next meeting._ <br />48 Commissioner Gordon.. made reference to page 33 that showed the presentation •by Karen <br />49 Lincoln of a letter from the OUTBoard. She said that the letter was signed by "Sam Lasris" and <br />50 not the "Sheriff." She noted that the OUTBoard asked that, as part of the technical criteria, that <br />51 roads that were priority bicycle routes be excluded. <br />
