DRAFT 4b <br /> • Amend Section 5, Collection of Fees, subsection E,Reimbursement of Fees, to add a provision to <br /> permit reimbursement of fees collected in error or where an exception has been granted. (This <br /> change has been requested because the current ordinance has no provision for reimbursement of <br /> fees.) <br /> Although the impact fees help to fund a significant portion of the school capital needs,many are concerned <br /> that an increase will affect affordable housing in Orange County. Affordable housing continues to be an <br /> issue addressed by the Board of Commissioners. At the January 12, 1995 Work Session, the Board <br /> considered a request made by Habitat for Humanity and Orange Community Housing Corporation to <br /> establish a policy for reimbursement of impact fees for homes purchased by families earning less than <br /> sixty percent of median income. If approved, these reimbursements would be made through special <br /> appropriations to such non-profit housing agencies. Similar concerns involving persons assisted by the <br /> Department of Social Services could be handled in the same manner.
