BACKGROUND: At the February 21 meeting, the Board of Commissioners discussed legislative issues it would like to consider for introduction by the Orange County delegation- to the North Carolina General Assembly. The Board also set March 8 as the date to conduct a public hearing on proposed legislation for consideration by the 1995 Session of the General Assembly. The County Attorney has prepared the attached draft legislation on issues specified by the Board at the February 21 meeting. The attached resolution would formally communicate a request from the Orange County Board of Commissioners to the Orange County legislative delegation to introduce the County's 1995 legislative package in the General Assembly. RECOMMENDATION: The Manager and the County Attorney recommend that the Board conduct the public hearing and adopt the resolution.
