He was concerned that it <br /> would eventually be a 150-lot subdivision. He <br /> emphasized again that consideration of the <br /> subdivision should be delayed until all the <br /> boundary disputes are settled. <br /> Mr. Jay Ladd requested that consideration be <br /> postponed until the residents of the area could <br /> give intelligent points of view on the issues. He <br /> emphasized that the right of the Roberts to <br /> develop their property is not being questioned; <br /> the impact on the area is the concern. There has <br /> not been sufficient time for determination of <br /> those impacts. <br /> Waddell informed the citizens that, if the <br /> Planning Board should recommend approval of the <br /> subdivision, it would be forwarded to the Board <br /> of Commissioners and they would have the <br /> opportunity to speak their concerns at the Board <br /> of Commissioners first meeting in December. <br /> Laura Ladd asked if an environmental impact study <br /> had been done on this development. Waddell <br /> responded that there are requirements for sizes <br /> of developments and apparently, the size of this <br /> development does not require an environmental <br /> impact statement. Ms. Ladd continued, asking <br /> about water runoff. Kirk responded that would be <br /> reviewed and addressed by the Erosion Control <br /> Officer. <br /> Stephen Roberts spoke to Ms. Baldwin' s <br /> comment regarding the alignment of Lawrence Road <br /> to come into the Roberts property. He stated that <br /> his first objective was to realign Lawrence Road <br /> into the subdivision to lessen the dangers of the <br /> intersection at Lawrence. That was not approved <br /> when the concept plan was presented. It was not <br /> the intent to join Baldwin Road because of the <br /> amount of thoroughfare traffic that would be <br /> created. Mr. Roberts referred to a letter sent <br /> to him by Tommy Dyer, District Engineer with <br /> NCDOT, which details everything that must be done <br /> in order to pave Baldwin Road. Property has been <br /> given to NCDOT for sight distance. The <br /> intersection coming into St. Mary' s Road is safe <br /> according to NCDOT guidelines. He noted that the <br /> road by Ms. Baldwin' s home will be paved. <br /> Mr. Roberts again expressed understanding for the <br /> neighbors' concerns and stated that every <br />
