It was <br /> noted that the cost of the homes would not be <br /> determined by the Planning Board. Mr. Myers <br /> expressed concern that property values might be <br /> affected. Waddell responded that estimates in <br /> the agenda materials indicated $200,000 to <br /> $220, 000. Scott stated that most developers have <br /> covenants that address size and styles of houses, <br /> as well as other marketing features. Those <br /> issues are determined by the developer. <br /> Walters asked about the time limit that the <br /> Planning Board has to make a recommendation. <br /> Waddell responded that a recommendation could be <br /> delayed, action is required by January 5, 1995. <br /> Stephen Roberts, representing his father, Reid <br /> Roberts, stated that his family does want to <br /> build a subdivision. He noted that he would like <br /> . to become a prominent developer in this area at <br /> some point in the future. He continued that his <br /> family has taken great pains to take everyone' s <br /> thoughts and considerations on how to develop the <br /> property. He expressed his apologies that the <br /> neighbors were not notified but noted that he <br /> thought the Planning Department would take care <br /> of the notification. <br /> Mr. Roberts stated that he has been in contact <br /> with the district engineer for NCDOT from the <br /> beginning of the proposed subdivision. He noted <br /> that at the concept plan stage, the Planning <br /> Board had expressed a preference for the entrance <br /> to the subdivision to be on Baldwin Road and he <br /> stated that the traffic from a subdivision of <br /> twenty-four lots is not a great amount of <br /> traffic. He continued that Baldwin Road will be <br /> paved from St. Mary' s Road 200 feet past the <br /> entrance by the developer, (his family) . To <br /> address the Baldwins concerns, this road will not <br /> encroach on their property at all. Roberts will <br /> give up the sixty-foot right-of-way all the way <br /> to the entrance of the subdivision. <br /> Mr. Roberts continued that his family proposes to <br />
