2 <br /> The Hillsborough Thoroughfare Plan calls for Baldwin <br /> Road and Lawrence Road, also unpaved, to be realigned <br /> so that they connect at a single intersection with St. <br /> Mary's Road. Although the entirety of the Hillsborough <br /> Thoroughfare Plan has not been adopted by Orange <br /> County, the Orange County Comprehensive Plan does <br /> include the realignment of Baldwin Road and Lawrence <br /> Road as a Major Urban Thoroughfare. <br /> Planning Board Review <br /> The Planning Board reviewed the Preliminary Plan for <br /> Black Walnut Farm on November 21, 1994 . Due to <br /> concerns raised by adjoining property owners the <br /> Planning Board voted to postpone making its <br /> recommendation. <br /> The adjoining property owners were concerned about the <br /> impact on the historical nature of the area. <br /> Sunnyside, located about 50 feet from the existing <br /> Baldwin Road (according to Laura Baldwin) , is a <br /> candidate for the National Register of Historic Places. <br /> Maple Hill, which is currently on the National <br /> Register, is located a short distance east of the <br /> subdivision property. Both of these historic <br /> structures are listed on the "An Inventory of Sites of <br /> Cultural, Historic, Recreational, Biological and <br /> Geological Significance in the Unincorporated Portion <br /> of Orange County. " <br /> The applicants and neighbors met on December 10, 1994. <br /> The neighbors requested that larger lots with <br /> larger houses be provided. The applicant offered <br /> to provide a 50-foot landscape buffer along the <br /> south and east boundary of the portion of the <br /> tract served by Black Walnut Farm Road to protect <br /> the view from St. Mary's Road. The neighbors were <br /> concerned that the buffer would not be properly <br /> maintained by the homeowners. <br /> The neighbors requested that Baldwin Road be moved <br /> further east to be farther away from Sunnyside. <br /> The applicant indicated that they would be willing <br /> to move the road from its current location, taking <br /> the right-of-way entirely off the Baldwin property <br /> and locating it wholly on the applicant's <br /> property. <br /> On December 19, 1994 the Planning Board again reviewed <br /> the Preliminary Plan for Black Walnut Farm. A <br /> discussion between the neighboring property owners, the <br /> developer, and the Planning Board ensued. The <br /> neighboring property owners again expressed their <br />
