It is zoned <br /> Agricultural Residential and designated Agricultural <br /> Residential in the Land Use Element of the <br /> Comprehensive Plan. <br /> Land uses in the area include farming and scattered <br /> residential houses. The area proposed for development <br /> is 44.30 acres. Twenty-five lots are proposed, with a <br /> minimum lot size of 1.0 acres and an average lot size <br /> of 1.39 acres. Lots will be served by individual wells <br /> and septic tanks. <br /> A Duke Power Company Transmission line runs through the <br /> northern part of the property and a 50 foot buffer is <br /> provided on each side of the right-of-way. <br /> A new public road (Black Walnut Farm Road) connecting <br /> to Baldwin Road is proposed to serve the subdivision <br /> lots. A 1992 traffic count on Baldwin Road indicated <br /> 110 trips per day just north of the intersection with <br /> St. Mary's Road. Baldwin Road is a State-maintained <br /> unpaved road with a varying width right-of-way <br /> (measured from ditch to ditch) . <br />
