17 <br /> COUNTY COMMUNITY-BASED CORRECTIONS PLAN <br /> PAGE FOUR OF SECTION B- -PROGRAM DESIGN AND IMPLEMENTATION <br /> 4. Describe program monitoring criteria and data collection methods. Describe <br /> proposed methods for evaluating short-term program impact. Describe all <br /> documentation and records that will be kept (for the entire program, including <br /> monitoring and evaluation). <br /> The contractors for the Pre-Trial Release and Substance Abuse Program will be <br /> required to develop a monitoring and evaluation mechanism for the respective programs <br /> to include necessary documentation and records. Data collection and program <br /> monitoring criteria should directly relate to the goals and objectives established by the <br /> advisory board and may consist of, but not be limited to, the following: <br /> Pre-Trial Release Program - <br /> • # of offenders confined in jails <br /> • # of offenders screened <br /> • # of offenders released pre-trial <br /> • # of offenders supervised as a condition of release <br /> • # of offenders who appear on scheduled court date <br /> Substance Abuse Program <br /> • # of offenders referred <br /> • # and % of referrals assessed as chemically dependent <br /> • # and % of referrals offered treatment alternatives <br /> • # and % of offenders successfully completing treatment <br /> • # and % of offenders remaining abstinent <br /> • # and % of offenders with no new criminal offenses <br /> • # and % of revocations <br /> The contractors will be required to make at least quarterly reports to the advisory board <br /> for the duration of the program and/or contract. <br />
