16 <br /> Substance Abuse Program <br /> The Orange-Chatham Criminal Justice Partnership Advisory Board plans to <br /> contract with an existing county agency (the OPC Mental Health Center) or with a <br /> private for-profit/ private non-profit agency to develop, implement, administer, <br /> coordinate, monitor and evaluate this program. A request for proposals will be <br /> developed and a contractor hired to plan the program. The programmatic approach is <br /> eclectic in nature, drawing upon a menu of options or service alternatives to which an <br /> offender could be referred based on individualized needs. Inclusive in the options would <br /> be the use of existing programs/services for which there would be no cost (i.e. self-help <br /> group involvement) and/or the payment of fees for services needed in the rehabilitation <br /> of offenders. <br /> The Department of Probation would refer targeted offenders to the proposed <br /> TASC Program or directly to the contracted service provider for an assessment by a case <br /> manager. Based on the outcome of the assessment, the case manager would then refer <br /> the offender to the appropriate level(s) of care to meet the individualized needs <br /> identified. The case manager may make no treatment referral based on the absence of a <br /> problem or the presence of criminality and substance abuse impairment that is not likely <br /> to be significantly impacted by the provision of additional services. The case manager <br /> would be responsible for monitoring the offender's involvement in all aspects of the <br /> service delivery system for up to 12 months, reporting compliance/non-compliance to the <br /> Department of Probation at regular intervals. Offenders will likely begin intensive levels <br /> of service and transition to continuing care where they may be served as long as <br /> appropriate. <br /> The service provider would make the determination as to whether to expend <br /> funds for needed services within the guidance provided by the advisory board. Those <br /> services for which expenditures may be necessary are intensive outpatient services, <br /> detoxification, inpatient treatment, residential services, vocational services, transportation <br /> and urine testing. It is also envisioned that one full-time and one part-time case <br /> manager would be needed for this program, with staffing and training falling in the <br /> purview of the service provider. The service provider must develop a monitoring and <br /> evaluation system. The program provider would make at least quarterly reports to the <br /> Orange-Chatham Criminal Justice Partnership Advisory Board as to progress on goals <br /> and objectives. Program progress will be shared with the Boards of Commissioners at <br /> regular intervals and reported to the State Criminal Justice Partnership Program <br /> annually. Partnership funds will be the only financial resource for the provision of this <br /> program. <br />
