14 <br /> (e) There will be a substantial reduction-in the number of revocations <br /> among intensive/high risk probationers by June 30, 1996. <br /> (f) There will be a reduction in the number of new criminal offenses <br /> committed by intensive/high risk probationers by June 30, 1996. <br /> The community-based corrections programs proposed by the Orange-Chatham <br /> Criminal Justice Partnership Advisory Board directly relate to the goals of the State- <br /> Local Partnership Act of 1993 and the goals developed by the Criminal Justice <br /> Partnership Program. The proposed programs are designed to reduce recidivism, reduce <br /> probation revocations, reduce substance abuse among offenders and reduce the cost of <br /> incarceration at the local and state levels. The proposed programs also support the new <br /> sentencing structure, provides punishment and rehabilitation, and promotes coordination <br /> among county and state agencies. <br />
