1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> Action A ends <br /> Item No. X-D <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: February 6, 1995 <br /> SUBJECT: Criminal Justice Partnership Program Grant Application <br /> -------------------------------------------------------------- <br /> DEPARTMENT: Manager PUBLIC HEARING: YES: NO:X <br /> --------------------------------------------------------------- <br /> ATTACHMENT(S) : INFORMATION CONTACT: <br /> Grant Application Manager' s Office - ext. 2300 <br /> (under separate cover) <br /> TELEPHONE NUMBER - <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> ----------------------------------------------------------------- <br /> PURPOSE: To submit a grant application to the NC Department of <br /> Correction for the development and implementation of the Orange- <br /> Chatham Multi-County Criminal Justice Partnership Program, <br /> subject to the Ratified House Bill 281. <br /> BACKGROUND: Ratified House Bill 281 provides grant funds to <br /> counties to develop community-based correction programs to <br /> appropriately address criminal behavior, provide effective <br /> rehabilitative services and to expand sentencing options for <br /> offenders receiving non-incarcerative sentences. <br /> At the August 8, 1994 meeting, the Orange County Board of <br /> Commissioners authorized the formation of a joint Criminal <br /> Justice Partnership Program Advisory Board with Chatham County. <br /> This collaborative effort was approved in order to maximize <br /> resources. The charge of the board was to review and evaluate <br /> the current criminal justice system, and establish a plan for the <br /> enhancement of community-based corrections programs. <br /> The advisory board is comprised of approximately 35 members <br /> representing county government, mental health, the criminal <br /> justice system and the community at large. The board has held <br /> meetings to assess the criminal justice process in both counties <br /> and determine recommendations for improvement. <br /> The attached grant summarizes data for both counties, highlights <br /> the prison population profile, and program proposals for <br /> implementation.
