How neighboring areas are developed is important to mature <br /> areas . <br /> An unidentified citizen requested that everyone be invited to sit at <br /> the table, with full discussion, consensus building and/or voting <br /> rights . <br /> Commissioner Willhoit requested an update from staff on the Rural <br /> Character Study process. It is important that the experience of the <br /> Rural Character Study Process be incorporated into future Study <br /> Groups . He also mentioned that the effectiveness of this process is <br /> dependent upon members of the work group being willing to keep their <br /> neighborhoods informed. <br /> Bob Strayhorn, mentioned that the land owners who have not developed <br /> their land also need to be included in this planning process. <br /> Several citizens asked about development proposals which are currently <br /> under consideration. <br /> Commissioner Willhoit mentioned that there is no expectation that a <br /> moratorium on development will be implemented during this planning <br /> process. The Work Group would be kept abreast concerning planning <br /> proposals . He indicated, in response to a question, that it was a <br /> possibility that the resource members of this work group could be non- <br /> voting. <br /> Commissioner Halkiotis mentioned that this process is an attempt to <br /> avoid situations such as happened earlier this year when residents <br /> found land b*1nd their houses being timbered for the new school . <br /> They were unaqye that it was going to happen, so they were in a very <br /> poor positio _R�_to negotiate about buffers, etc. <br /> An unidentified citizen requested that neighborhoods such as Strayhorn <br /> Hills be allowed to have participation based on level of interest <br /> rather than on density. He also mentioned that this proposed work <br /> group needs to be kept abreast of development proposals which are in <br /> the planning stage. <br /> Dave Yelton, a resident of Strayhorn Hills, asked that the County <br /> reconsider the development approval process so that Orange County is <br /> not overrun with one acre lots. <br />
