4 <br /> STONEY CREEK BASIN PLANNING AREA <br /> Community Participation Process <br /> Meeting Summary <br /> January 24, 1995 <br /> A meeting soliciting public comment on how best to include <br /> citizen participation in the Stoney Creek Basin Planning Process was <br /> held at the New Hope Elementary School on January 24, 1995 at 7 : 34 <br /> p.m. <br /> FACILITATED BY: Commissioner Stephen Halkiotis, Commissioner Don <br /> Willhoit . <br /> OTHERS PRESENT: Commissioner Bill Crowther, Planners Gene Bell , Don <br /> Belk, Slade McCalip, and Mary Willis, Planning Director Marvin <br /> Collins, and Deputy Clerk to the Board Kathy Baker. <br /> Commissioner Willhoit convened the meeting and presented a brief <br /> history of the cooperative planning process between Hillsborough and <br /> Orange County. He mentioned the recent success achieved through <br /> cooperative planning at the I-40/ Old 86 interchange. The Stoney <br /> Creek Basin area was selected as the next area to attempt cooperative <br /> planning. As a part of improving citizen participation in this <br /> process, the planning staff suggested meeting with the various <br /> neighborhoods to update them on the history of this area and the <br /> proposed process. Staff has presented briefings to six of the <br /> neighborhoods, with several of the other neighborhoods choosing to <br /> participate in this meeting. <br /> Gene Bell pointed out that the primary purpose of this meeting is to <br /> hear comments on how public input in this process might be structured <br /> and made more meaningful . He indicated that in October of 1994, the <br /> Board of County Commissioners adopted goals and objectives for Fiscal <br /> Year 1994-1995. One of those goals was to continue efforts by <br /> Hillsborough and Orange County to cooperatively plan for growth in the <br /> central portion of the county. In November of 1994, the Board of <br /> Commissionerri-and the Hillsborough Town Board agreed to prepare a <br /> small area p for the Stoney Creek drainage basin area. This will <br /> be the secondMkrea that Hillsborough and Orange County have agreed to <br /> plan cooperatively. The first being the I-40/Old NC 86 Economic <br /> Development District plan which was recently adopted. A recommended <br /> land use plan and Ordinance for its implementation will be developed <br /> by a Stoney Creek Basin Planning Group made up of public officials and <br /> private citizens with interests in the area. Assistance to this <br /> Planning Group will be provided primarily by a graduate planning class <br /> of the UNC Department of City and Regional Planning. The students and <br /> staff will produce the following alternative plans for the area: <br /> Status Quo Plan, Open Space Plans (2) and the Neotraditional Plan. <br /> The Work Group will meet to consider these plans and make a <br /> recommendations to the Board of Commissioners. <br />
