BACKGROUND: For some time,the heating/cooling system at the Whitted Building has been problematic. The controls are unreliable and the system malfunctions fairy often. It is not uncommon to arrive at the facility on Monday morning to And that it has shut down sometime over the weekend;the present system does not allow remote monitoring. The building is quite large so bringing it up to an acceptable temperature requires a significant amount of time. Patients scheduled for Health Clinics on Monday morning are likely to experience less than comfortable conditions. The work provided under this agreement is two-fold. First,the engineer will investigate our system and research options which are available to us by changing out designated controls. Further,the controls specified will be capable of remote monitoring,thereby allovAng County staff to be alerted to any problems with the system before they become noticeable to the building occupants. The research and investigation portion of the agreement is quoted at$1,530. The second portion of the agreement is quoted at a cost of $2,870 and covers the preparation of plans and specifications under which to bid the project as well as construction related supervision. The construction cost for the project is expected to be approximately $20,000. Pursuant to the Board's contract approval procedures adopted October 3, 1988,the Board chooses to approve all contracts,regardless of amount,with licensed professionals,such as architects and engineers. RECOMMENDATION: The Manager recommends that an agreement with Gary Merritt,PE,be approved in the amount of$4,400 for consulting engineering work associated with the Chiller and Baler Monitoring Project at the Whitted Building;and authorize the Purchasing Director to execute the paperwork necessary to support the$4,400 agreement.
