3 <br /> ORANGE COUNTY COMMUNITY DEVELOPMENT PROGRAM <br /> APPLICATION SUMMARY <br /> The Orange County Small Cities Community Development Block Grant Application for <br /> Fiscal Year 1995 proposes implementation of a Scattered Site Housing Rehabilitation Program to <br /> provide housing repair for deteriorated dwelling units in various locations throughout the County. <br /> The houses were identified from the a waiting list from recent housing rehabilitation programs and <br /> by windshield survey. Seventeen (17) houses have been targeted for this program. All are <br /> occupied by the owner with six(6) houses lacking indoor plumbing and three(3)with <br /> periodically failing wells and/or septic tanks.
