The adjoining property owners were <br /> concerned about the impact on the historical <br /> nature of the area. A letter from the Historic <br /> Preservation Commission indicating these concerns <br /> is an attachment to these minutes on pages <br /> Kirk continued that the applicant and the <br /> neighbors met on December 10 and the adjoining <br /> property owners requested larger lots and larger <br /> houses. They expressed concern that the proposed <br /> buffer would not be properly maintained by the <br /> homeowners association. They also requested that <br /> Baldwin Road be relocated farther to the east. <br /> The applicant has indicated to the Staff that <br /> when the road is paved it will be moved an <br /> additional thirty feet to the east. This will <br /> take the road right-of-way completely off the <br /> Baldwin property. <br /> The applicant has offered to provide a 50 foot <br /> buffer along the property line to the east to <br /> preserve the trees and, also to plant trees along <br /> the back of lots 22, 23 and 24 to protect the <br /> view from St. Mary' s Road. This 50 foot buffer <br /> and additional planting requirements have been <br /> incorporated into the Resolution of Approval. <br /> The Planning Staff recommends approval of the <br /> Preliminary Plan for Black Walnut Farm subject to <br /> the conditions contained in the Resolution of <br /> Approval.
