Preliminary Plans <br /> ( 1) Black Walnut Farms <br /> (25 Lots - Eno Township) <br /> Presentation by Eddie Kirk. <br /> The property is located on the east side of <br /> Baldwin Road (SR 1554 ) at the intersection of <br /> Baldwin and St. Mary' s Road (SR 1002 ) in Eno <br /> Township. It is zoned Agricultural Residential <br /> and designated Agricultural Residential in the <br /> Land Use Element of the Comprehensive Plan. <br /> Land uses in the area include farming and <br /> scattered residential houses. The area proposed <br /> for development is 44 . 30 acres in size with 25 <br /> lots. The minimum lot area is 1.0 acres with an <br /> average lot size of 1.39 acres. <br /> Access to the property is from Baldwin Road (SR <br /> 1554) . A public road is proposed to serve the <br /> subdivision. A 1992 traffic count on Baldwin Road <br /> indicated 110 trips per day just north of the <br /> intersection with St. Mary' s Road. <br /> A Duke Power Company transmission line runs <br /> through the northern part of the property and a <br /> 50-foot buffer is provided on each side of the <br /> right-of-way. Lots will be served by individual <br /> wells and septic tanks. <br /> The Hillsborough Thoroughfare Plan calls for <br /> Baldwin Road to be realigned to connect to <br /> Lawrence Road. It also indicates that Baldwin <br /> Road is to have a 100 foot right-of-way. Orange <br /> County has not adopted the Town of Hillsborough <br /> Thoroughfare Plan. <br /> The Planning Board approved the Concept Plan for <br /> Black Walnut Farm on August 15, 1994 with a <br /> dedicated right-of-way being provided to the <br /> northern property line. <br /> Agency comments were received from: Town of <br /> Hillsborough, Environmental Health, Soil & Water <br /> Conservation, Emergency Management, Duke Power, <br /> Recreation & Parks, County Attorney, Erosion <br /> Control, and NCDOT. <br /> The Planning Board reviewed the Preliminary Plan <br /> for Black Walnut Farm on November 21, 1994 .
