43 <br /> Ms. Baldwin expressed concern .with hop-scotch <br /> development and indicated that she felt the <br /> current guidelines and regulations do not address <br /> all of the rural areas of the County. <br /> Scott stated again that the applicant has applied <br /> under the existing rules and regulations and has <br /> met the requirements. He agreed that some of the <br /> rules and regulations should be changed, but he <br /> felt the Planning Board is obligated to make its <br /> recommendation on the current regulations . It is <br /> a two-way street; some give and take, but, the <br /> developer should not have to do all the giving. <br /> Burklin observed that he agreed with much of the <br /> information presented, but felt there were not <br /> many tools to work with without an open space <br /> plan in place. He felt an open space plan would <br /> provide premium incentives, such as historic <br /> preservation, scenic vistas, etc. as tools to <br /> help developers. <br /> Rosemond stated that a definition for the <br /> preservation of historic areas has not been <br /> determined and she would like to hear more <br /> discussion of what is really meant by the term <br /> "preservation of historic areas" . She asked <br /> about the possibility of the developer and <br /> neighbors working together to determine a more <br /> agreeable development plan. Mr. Roberts <br /> responded he would have to speak with his father <br /> about such a possibility. <br /> Steve Yuhasz stated that he felt that there might <br /> be a possibility of more discussion, but, he felt <br /> the compromise the neighbors are looking for is a <br /> reduction of lots and that may not bean <br /> acceptable alternative to the property owners. <br /> He also felt there would be on-going discussion <br /> regarding buffers but he did not see a <br /> compromise that would be acceptable to all those <br /> involved. <br /> Hoecke stated that the developer has made a <br /> point about being a good neighbor. He felt it <br /> was time for discussion between the neighbors and <br /> developer, so, he was in favor of postponement. <br /> MOTION: Reid moved to accept the Planning Staff <br /> recommendation with the addition of the condition <br /> that a fifty-foot buffer be placed on the eastern <br /> property line.
