She <br /> expressed concern with the current traffic on <br /> Lawrence Road, St. Mary' s Road and Baldwin Road. <br /> Turns to the right or left off Lawrence Road to <br /> Baldwin Road are extremely difficult. She also <br /> asked if the dedication for recreation and/or <br /> payment-in-lieu requirement is still in effect. <br /> In response to Ms. Barbour' s question regarding <br /> notification of the proposed subdivision, Kirk <br /> stated that adjoining property owners are not <br /> notified of proposed subdivisions. In the case <br /> of a planned development, rezoning or special use <br /> permit, property owners within 500 feet. Neither <br /> Waddell or Kirk could respond to the question <br /> regarding the status of the Township Advisory <br /> Council for Eno Township; staff will get <br /> information on this question. <br /> Ms. Barbour emphasized that the road situation at <br /> the present time is very dangerous and encroaches <br /> very close to the Baldwin house. She agreed with <br /> Ms. Baldwin' s concern for protection. Waddell <br /> responded that at the concept plan stage for the <br /> subdivision, the Planning Board was concerned <br /> about the "non-conjunction" of the two roads. Ms. <br /> Baldwin stated Stephen Roberts approached her <br /> regarding the paving of the road and that was the <br /> way she learned of the proposed subdivision. <br /> Waddell responded that by ordinance, it is not <br /> required to notify adjacent property owners of <br /> proposed subdivisions, only planned developments, <br /> rezonings, and special use permits. <br /> Waddell continued, regarding the Planning Board' s <br /> concern about alignment of Lawrence and <br /> Baldwin roads; the Board was informed that the <br /> realignment was listed as a priority by NCDOT. <br /> Waddell addressed the question from Ms. Barbour <br /> regarding dedication or payment-in-lieu stating <br /> that requirement is still in effect. <br /> Jim Myers asked about the process to place the <br /> subdivision on hold to provide the additional <br /> information asked for by adjacent property <br /> owners. Waddell responded that if the Planning <br /> Board approves this preliminary plan, it will be <br /> forwarded to the Board of Commissioners for <br /> discussion and decision.
