5 <br /> AMENDED MOTION: The Planning Board recommends that the roadway be <br /> located such that it is better aligned with US <br /> 15-501 and the East/West Expressway rather than <br /> NC 751 and that it be in Durham County rather <br /> than Orange County. <br /> VOTE: Unanimous. <br /> c. Blackwood Station Area Study Update <br /> Presentation by David Stancil <br /> In the spring of 1990, a proposed amendment to <br /> the Joint Planning Area (JPA) Land Use Plan <br /> involving the Blackwood Station area of Chapel <br /> Hill Township revealed inconsistencies between <br /> land use designations and the zoning of the <br /> properties. The Planning board, in July of 1990, <br /> supported a staff recommendation to study the <br /> area and correct these errors. <br /> Since Blackwood Station is within the Joint <br /> Planning Area, Chapel Hill and Carrboro would be <br /> involved in any changes to the JPA Land Use Plan, <br /> if necessary. <br /> Staff has initiated work on this study, and has <br /> completed a draft background and survey of <br /> existing conditions section. Preliminary data on <br /> slope, soils, environmental and cultural features <br /> have been compiled. <br /> No response has been received from Chapel Hill or <br /> Carrboro staffs regarding their participation in <br /> this study. Staff plans to continue work on <br /> background sections, a citizen survey, and a <br /> strategy for community meetings. This item is <br /> scheduled for public hearing in April-May 1992. <br /> d. Update on Rural Character Study Strategy <br /> Presentation by David Stancil. <br /> On September 26, the Rural Character Study <br /> Committee agreed to delay the adoption of a final <br /> set of recommendations for Rural Orange. <br /> This delay was agreed upon for two principal <br /> reasons: 1) some committee members are <br /> uncomfortable with portions of the draft <br /> proposal; and 2) this delay provides an <br /> opportunity for staff to utilize new resources <br />
