5 <br /> Additional Correspondence/Meetings <br /> On December 5, the Economic Development Director met with the property owners <br /> fronting on the west side of Old N.C. 86. He explained the proposed EDD, answered <br /> questions, and encouraged the residents to meet with the adjoining Cornwallis Hills <br /> neighbors. <br /> Subsequently, Old N.C. 86 and Cornwallis Hills residents met to discuss solutions to <br /> the question of acceptable land uses in the area along the west side of Old N.C. 86. <br /> The Economic Development Director has been informed that a letter will be provided <br /> by the Cornwallis Hills Homeowners Association supporting the EDD as proposed. If <br /> the letter is received, it will be distributed at the meeting. There are, however, still <br /> property owners living adjacent to the proposed EDD who favor a Secondary <br /> Development Area along the west side of Old N.C. 86. <br /> Correspondence has been received(copy attached)from Dr.W.Allen Addison and his <br /> wife requesting that all of their property be included in the proposed EDD. <br /> Planning Staff Recommendations <br /> At the Planning Board's December 19,1994 meeting,the Planning Staff presented the <br /> following recommendations: <br /> • Approval of the Land Use Element,Zoning Atlas,and Zoning Ordinance Text <br /> Amendments for the proposed I-40/Old N.C. 86 Economic Development <br /> District as presented at the November 30 public hearing, and <br /> • Approval of Option#3 which allows the extension of public water and sewer <br /> within the entirety of the EDD, including the area south of I-40. <br /> The Planning Staff also recommended that the following adjustments to the proposed <br /> I-40/Old N.C. 86 Economic Development District be considered at the March 29 <br /> quarterly public hearing. <br /> • Adjustment of the EDD boundary to include all of the property of Dr. W. <br /> Allen and Sally Ann Addison; <br /> • Adjustment of the EDD boundary to include all of the property of Hugh and <br /> Carolyn Moren; and <br /> • Adjustment of the 100-foot buffer requirement along the west side of Old <br /> N.C.86 adjacent to the right-of-way line. The buffer requirement is not <br /> necessary since the property across Old N.C.86 is within Hillsborough's <br /> planning and zoning jurisdiction and zoned for commercial use. It is also the <br /> area within which Hillsborough proposes to apply the Economic Development <br /> District design manual standards. <br /> Planning Board Recommendations <br /> At its December 19, 1994 meeting,the Planning Board received verbal comments from <br /> residents along Old N.C.Highway 86 as well as Cornwallis Hills Subdivision.The basic <br /> difference between the two groups of residents is that those persons residing along <br />
