~~ <br />Animal Services Tethering Committee Meeting <br />Wednesday April 11 tn, 5:30 - 8:00 p.m. <br />Meeting Summary <br />Location: Conference Room, John Link Government Services Center, 200 <br />South Cameron Street, Hillsborough. <br />OCTC Members and Staff Present: Jean Connerat Austin, Kristine Bergstrand, <br />Alane Koki, Michael Nelson, Animal Services Director Robert Marotto, Animal <br />Control Manager Irene Paul, Office Assistant Lisa Smith. <br />OCTC Members Absent: Rachel Beckham, Mary Dow, Margie Huggins, <br />Suzanne Roy, and Kelly Strowd. <br />Others in Attendance: Amanda Arrington, Andrew Brinkley, Gary Morrison, <br />Ross Oglesbee, Ashley Roberts, Jim Sanford, Pat Sanford, and Jennifer Strom. <br />Information Meeting: There were three speakers, Dr Jean Mc Neil, Animal <br />Control <br />Manager, New Hanover County, Elaine Modlin, Animal Control Officer, City of <br />Laurinburg Animal Control Department, Scotland County, and Joaine McKeel, <br />Shelter Manager, Catabawa County Animal Care and Control. Each speaker <br />gave us background on their tethering ordinances and how long it has been in <br />existence, how they enforce it, the number of people that comply, how they <br />comply and the number of people that do not comply and what they result is if <br />they do not comply. Please see the attached detailed summary of comments <br />from the animal control officials. <br />Approval of Meeting Summary from March 7cn, 2007: Motion was made Jean <br />Connerat Austin to approve Meeting Summary and seconded Kristine <br />Bergstrand. VOTE: Unanimous <br />Agenda Review: The proposed Agenda for this meeting was reviewed and <br />accepted. <br />General Public Comments: Ross Oglesbee ASAB member brought copies of <br />an article from the Indy Weekly and expressed concerns regarding the article. <br />Discussion: There was a brief discussion on the advertising of the upcoming <br />public input meeting. It was suggested to make the flier title larger and bold. <br />There was a brief discussion of possible inviting a sponsor of the bill being <br />proposed to the state to ban tethering. <br />Next Meeting Date: It was agreed the committee would meet Monday April 23, <br />2007 for a public input meeting on the tethering issue. <br />
