2~ <br />asked questions (FAQ) are all posted- in full form on the Animal Services website at <br />http:%/www.co.orange.nc.us/animalservices. <br />The FAQ provides detail about not only the restrictions, but also the process of implementation <br />and a tentative hearing date. A brochure version of the FAQ has been developed and <br />distributed at select sites, such as Animal Control, the Animal Shelter, the Government Services <br />Center, and the Gateway Center. <br />A flyer has been distributed throughout the County at various locations by Animal Control <br />Officers. These are the same locations where rabies vaccination clinic dates are routinely <br />posted. Also, a display advertisement will appear in the News of Orange and News of Orange <br />Extra during the week before the proposed amendment is scheduled for a BOCC meeting. <br />An initial media release was sent out on April 30, 2008. The advisory informed the public of the <br />tentatively scheduled date (May 20, 2008) and referenced the website for additional information. <br />Another media release will be distributed the week prior to the actual BOCC meeting date. <br />The proposed amendment would become effective June 1, 2009, in order to allow effective <br />public outreach and education. Pending the adoption of the ordinance, Animal Services staff <br />will prepare and implement a public relations plan for that time period. In addition, the <br />amendment stipulates that only warnings would be issued for lack of compliance with the <br />tethering restrictions during the six-month period following the date that the ordinance actually <br />becomes effective. Thus, the amendment itself would actually not be fully enforced until <br />January 1, 2010. <br />FINANCIAL IMPACT: There is no direct cost associated with the review and consideration of <br />the proposed ordinance amendment. The costs of administering and enforcing the new <br />tethering provisions, if enacted, are believed to be readily absorbed within the Animal Services <br />departmental budget and staffing complement. This expectation is based upon discussions with <br />animal control authorities in other jurisdictions with similar tethering regulations and the belief <br />that effective public relations and outreach can facilitate a transition in standards of animal care. <br />Costs will be incurred during the twelve-month period of public education and outreach. Staff <br />expects that the total costs will not exceed $1,500 and that these monies will largely be used for <br />display advertisements. <br />RECOMMENDATION(S): The Manager recommends that the BOCC conduct a public hearing <br />for the proposed ordinance amendment on the tethering of dogs and adopt the ordinance <br />amendment. <br />
