Orange County: Buckhorn Village <br />dollars home. Additionally, keeping retail dollars local encourages small business development C <br />and job creation. Creating jobs locally will combat the high rate of out-commuting which leads <br />to clogged roads and transportation costs. Orange County services for residential development <br />are subsidized by tax revenue from commercial and industrial development (R.enkow, 2006) to <br />the magnitude of $4 to $ l . Without economic development, Orange County citizens will bear an <br />increasing proportion of the cost of public services. Finally, Orange County has in place land use <br />and growth management plans that were developed through the pubic process. The Buckhorn <br />Village project is consistent with Orange County growth plans; will provide significant increases <br />to tax revenues with minimal, limited short-term cost to public services; and will keep more <br />Orange County citizens working and shopping locally. <br /> <br /> <br />Sanford Holshouser 4 <br />
