~~~ <br />DRAFT -CONDITIONS OF APPROVAL.- BUCKHORN VILLAGE May 7, 2008 <br />PART THREE -TRANSPORTATION: <br />SECTION 3-1 THOROUGIIFAItE (EXTERNAL) PLANl~TING: <br />Thoroughfare improvements shall be completed in accordance with the following: <br />1. External roadway improvements shall be constructed in accordance with a phased <br />construction/development plan in accordance with NC DOT requirements and guidelines, <br />the approved Traffic Impact Analysis (TIA), the approved Master Plan, and the. standards <br />outlined herein, <br />2. The developer shall provide a revised TIA report that identified anticipated impacts of <br />this development at the intersection of US 70 and Buckhorn Road as well as the <br />intersection of Mt. Willing and West. Ten Road. The developer shall be responsible- for <br />constructing any and all improvements at those intersections that are recommended to <br />mitigate direct impacts resulting form this development. <br />The revised TIA shall .also include weekend traffic counts at similar developments. The <br />developer shall provide any additional facilities to accommodate. traffic flow on <br />weekends as required by NC DOT from review of the revised TIA. <br />The revised TIA shall be submitted and approved prior to the submission of any site plan <br />proposing development within any of the approved Districts, <br />c <br />3. Required roadway improvements shall be accommodated within existing road rights-of- C <br />way. If additional right-of--way is required, the developer shall secure the necessary land <br />via purchase agreements with affected property owners, <br />4. The proposed roadway expansion of the existing bridge over Interstate 85 to <br />accommodate five (5) lanes of traffic, as detailed within the TIA, shall be designed to <br />accommodate bicycle lanes and pedestrian sidewalks running both north and south, <br />5. The proposed widening of Buckhorn .Road to accommodate four (4) lanes of traffic, shall <br />be designed to accommodate bicycle .lanes and pedestrian sidewalks running both north <br />and south, <br />6. The developer shall widen Buckhorn Road along the southbound lane; from the <br />intersection of West Ten Road, to create a merge lane for all southbound traffic, <br />7. A bicycle lane provided along the eastern portion of West Ten Road .running along <br />property line of the development, <br />8. All street signals shall be erected on metal poles, rather than on wires extending across <br />the intersection unless the width of the road makes the use of such poles impractical, <br />9. The County, the City of Mebane, and NC DOT shall approve all metal utility poles <br />allowing for the erection of street signals, both internal and external, prior to installation, <br />10. The developer shall identify and develop segregated entrances and exists for pedestrian <br />and construction vehicular traffic during. the development of the project to avoid conflict. <br />These entrances shall be reviewed and approved by the .Orange County Planning <br />Department prior to the commencement of earth disturbing activities, <br />
