Representatives of the City of Mebane (City Manager, City Planning Director, <br />Public Works Director, City Engineer) <br />During this meeting, staff outlined several comments/concerns relating to the application. These <br />comments were forwarded to the applicant on February 6, 2008 (please see attached comment <br />sheets and the minutes from the January 30, 3008 DAC meeting). On February 7, 2008 staff <br />received a final, completed, copy of the TIA. <br />On February 12, 2008 the applicant submitted a final amendment to the application seeking to <br />incorporate comments •from the DAC into the project narrative. <br />The County is scheduled to hold a PUBLIC HEARING on this project at the February 25, 2008 <br />Quarterly Public Hearing. <br />STAFF ASSESSMENT AND FINDINGS: <br />With respect to Section 7.5.4 of the Ordinance, staff is required to comment on the following: <br />(a) As to the suitability of the proposals for the general type of PD category, the physical <br />characteristics of the land, and relation of the proposed development to surrounding areas <br />and existing and probable future development; <br />Staff Comme~at: The property that is intended to be developed as the commercial project <br />is .located within the Economic Development Node as defined by the Orange County <br />Comprehensive Plan and as detailed on the Land Use Element Map. The Economic <br />Development district was created in 1994 to spur such activity within the Buckhorn Road <br />area. <br />There is already major commercial development within the area, and the infrastructure <br />(i.e. water and sewer) necessary to support additional high-density commercial <br />development. The property in question is large enough to support the proposed <br />development and is suited for the development of amulti-tenant commercial operation. <br />While staff concedes that there will need to be major modifications done to local <br />roadways and existing infrastructure to support this project, staff makes the finding that <br />this proposal is: <br />i. That the project is suitable for development as a Planned Development, <br />ii. That the physical characteristics of the subject property allow for the <br />development of such a project, <br />
