As an aside, an additional point regarding this issue is that Interlocal Agreements are <br />good-faith agreements between governments. Even the Joint Plamziug Agreement that <br />exists between Orange County and the Towns of Chapel Hill and Carrboro contains <br />withdrawal procedures should one or more governments choose to terminate the <br />Agreement. Municipalities are not likely to abrogate their ability to annex in accordance <br />with powers granted by State law. <br />Staff has rioted two paragraphs included in the original a-mail that should be clarified. <br />Tlzey are as follows: <br />Local citizens have discussed the idea of potentially incorporating the Efland area for a <br />number of years.
