A: Addresses retail leakage by increasing the amount and variety of <br />retail shopping options within Orange County. <br />The Sanford-Holshouser study estimates that the Buckhorn Village Project will increase <br />the total sales tax revenue generated in Orange County by approximately $6,000,000 per <br />year, of which Orange County will receive about $2,400,000. <br />This same report estimate the lodging tax revenue increase at $92,000 per year once <br />lodging is sited in the development. <br />~. Supports and concentrates high density development along <br />transportation ..corridors. <br />C. Supports development within Orange County's designated <br />Economic Development Districts through the addition of infrastructure <br />and supports the extension of water and sewer into the EDD. <br />The Plan also outlines four major areas, outlined by participating workgroups, <br />where the County can target efforts to support its economic development efforts and <br />achieve the type of economic development it desires. These areas are Business <br />Climate, Infrastructure, Workforce Development, and Quality of Place. The <br />Economic Development Commission evaluated how the Buckhorn Village might <br />support the County's efforts in these areas, and how well the proposed project meets <br />these goals. Not all the benchmarks are applicable to all types of development. <br />Below is our brief assessment of the Buckhorn Village project as it relates to the <br />more relevant areas: <br />~11SlIIeSS CI117[late <br />Buclchorn Village Project arose out of a request by the BOCC to this specific group of <br />local developers to develop a viable economic development project for this particular <br />Economic Development District. Their market research showed that a retail based <br />project had the best likelihood of obtaining funding and demonstrating long term viability <br />as an initial project in this EDD. How this project is handled by the BOCC and the <br />review process will be an important opportunity to facilitate public-private collaboration <br />and strengthen the business climate in Orange County. <br />The Five Year Plan identifies several possible criteria by which to evaluate a project's <br />suitability in this area and the EDC's assessment of Buclchorn Village to these criteria is <br />included: <br />1) Builds upon or supports existing business assets <br />a.
