The developer shall provide a revised Traffic Impact Analysis (TIA) report that
identifies anticipated impacts of this development at the intersection of US 70 &
Buckhorn Rd, West 10 and Buckhorn Rd. and the intersection of Mt. Willing and
Buclchorn Rd. The developer shall be responsible for constructing any and all
improvements at those intersections that are recommended to mitigate direct. impacts
resulting from this development.
2. The revised TIA shall also include WEEKEND traffic counts at similar
developments, such as Alamance Crossing, Heritage Square, and Patterson Place. The
developer shall provide any additional facilities to accommodate traffic flow on
weekends as required by NC DOT from review of the revised TIA..
3. The revised TIA should be submitted prior to the submission of any site plan
proposing development within any of the approved districts.
4. The expansion of the bridge over I 85 to accommodate four lanes of traffic as detailed
within the TIA. to accommodate two northbound lanes, two southbound lanes as well
as bicycle lanes and sidewalks running both north and south.
5. The widening of Buckhorn road to accommodate anticipated traffic demands.
6. Provide a bicycle lane on westbound West Ten Road along the property line of the
development.
7. Install street signals on metal poles (instead of wires) at the main entrance on
Buckhorn Rd and at both exit ramps.
8. Align the main entrance into Buckhorn Village with the main entrance into the Petro
station located on the west side of Buckhorn Rd.
9. Provide 3% of parking spaces as Park and Ride areas. Site these designated
spaces close to bus stops.
10. Provide bicycle lanes on both the east and west sides of Buckhorn Rd between I-
SS/I-40 and West 10. (I don't think we can require this development to construct this
off-sight improvement along a stretch of roadway that is not adjacent to the
development and is adjacent to property that is expected to be developed in the future.
If the County does not acquire funding to continue the bicycle lanes, the County can
require future developers of those parcels to provide multimodal facilities.)
11. (There are existing turn lanes on US 70 onto Buckhorn Road.) "Provide a left turn
lane on westbound West Ten Road at the intersection of West Ten Road and
Buckhorn Road."
12. Widen westbound and eastbound I-85/I-40 on ramps and exit ramps to
accommodate additional turn lanes
13. Construct an auxiliary lane from the weigh station on-ramp to the westbound
Buckhorn Rd off-ramp.
14. Provide driveway access for the 5 lots along Buckhorn Rd; south of the main
entrance, to assist access to the properties plus local roadways.
15. Provide an access road for ingress and egress from the development project to the
existing gas station on the northwest corner of the site.
16. More right-of-way maybe needed for the requested/required improvements. If
so, the developer shall dedicate any .needed right-of--way for required
improvements.
