~~~ <br />The following contains OUTBoard recommended conditions for the Buckhorn Village <br />SUP. The basic document is the draft document of Buckhorn Village Conditions <br />prepared by Planning Staff regarding transportation issues. The OUTBoard discussed <br />those conditions and others regarding transportation at its meeting on April 16, 2008. <br />The OUTBoard agreed that Chair Sam Lasris and Paul Guthrie would meet with Karen <br />Lincoln to develop fznal recommendations. Kecommendations highlighted below <br />contain changes to the original staff conditions and new conditions proposed by the <br />OUTBoard. In addition the.OUTBoard has supplied two comments after the conditions <br />for the SUP that address the development in general. <br />Traffic Improvements for the Buckhorn Village <br />1. The developer shall provide a revised Traffic Impact Analysis (TIA) report that <br />identifies anticipated impacts of this development at the intersection of US 70 & <br />Buckhorn Rd, West 10 and Buckhorn Rd. and the intersection of Mt. Willing and <br />Buckhorn Rd. The developer shall be responsible for constructing any and all <br />improvements at those intersections that are recommended to mitigate direct impacts <br />resulting from this development. <br />2. The revised TIA shall also include WEEKEND traffic counts at similar <br />developments, such as Alamance Crossing, Heritage Square, and Patterson Place. The <br />developer shall provide any additional facilities to accommodate traffic flow on <br />weekends as required by NC DOT from review of the revised TIA. <br />3. The revised TIA should be submitted prior to the submission of any site plan <br />proposing development within any of the approved districts. <br />4. The expansion of the bridge over 185 to accommodate four lanes of traffic as detailed <br />within the TIA to accommodate two northbound lanes, two southbound lanes as well <br />as bicycle lanes and sidewalks ntnning both north and south. <br />5. The widening of Buckhorn road to accommodate anticipated traffic demands. <br />6. Provide a bicycle lane on westbound West Ten Road along the property line of the <br />development. <br />7. Install street signals on metal poles (instead of wires) at the main entrance on <br />Buckhorn Rd and at both exit ramps. <br />8. Align the main entrance into Buckhoi~i Village with the main entrance into the Petro <br />station located on the west side of Buckhorn Rd. <br />9. Provide 3% of parking spaces as Park and Ride areas. Site these designated <br />spaces close to bus stops. <br />10. Provide bicycle lanes on both the east and west sides of Buckhorn Rd between I- <br />85/I-40 and West 10. (I don't think we can require this development to construct this <br />off-sight improvement along a stretch of roadway that is not adjacent to the <br />development and is adjacent to property that is expected to be developed in the future. <br />If the' County does not acquire funding to continue the bicycle lanes, the County can <br />require future developers of those parcels to provide multimodal facilities.) <br />11. (There are existing turn lanes on US 70 onto Buckhorn Road.) "Provide a left turn <br />lane on westbound West Ten Road at the intersection of West Ten Road and <br />Buckhorn Road." <br />
