DESIGN SOLUTION THIRTEEN (13) as outlined on page forty=five (45) of the application <br />reading as follows: '.C <br />`The applicant requests a waiver from Section 3.2 of the EDD Design Manual requiring <br />that breaks in the MTC buffers be limited to .one (1) and no more that twenty-five percent <br />(25%) of the total buffer' <br />The applicant is requesting that more `buffer breaks' from 25% to 60% be allowed along the <br />Interstate to afford the development additional sight lines from the highway. <br />STAFF BACKGROUND AND CONIlVlENT: <br />The original EDD manual contemplated more industrial, warehouse and distribution along sections <br />of the interstate where it would be more appropriate to maintain screening from industrial buildings, <br />activities and storage. Retail has a different visibility aspect than industrial. Retail design is more <br />aesthetic and its visibility serves as an economic development enhancement that leads to <br />sustainability. Therein, the desire and high tax value that is associated with interstate visibility and <br />retail establishments. <br />The applicant is requesting the ability to create breaks within the required buffer of up to sixty <br />percent (60%). The rationale for the request is that the breaks are necessary to accommodate <br />proposed stormwater `water quality best management practices devices' . The areas will be re- <br />landscaped to `create a more visually interesting landscape incorporating the open areas' that include <br />lower height growth bio-retention plant species that still allow visibility and absorption of COZ.
