DESIGN SOLUTION SEVEN (~ as outlined on page thirty (30) through thirty-one {31) of the
application reading as follows:
`The applicant requests a waiver from Section 3.1 Architectural Design -Corrugated
Metal; Highly Reflective Surfaces; and Illuminated Roofzng of the EDD Design M`anual'
The applicant is requesting the ability to have flexibility in using highly reflective roof materials,
specifically focusing on use of solar panels. The EDD Design Manual requires that solar panels
must be flush with the slope of the roof. The applicant indicates that there maybe situations where
solar panels cannot be flush with the roof and that flexibility is needed to allow for their use. The
benefit here is that panels, that are not flush with the roof, can utilize existing tracking technology to
make more efficient use of the suns rays.
STAFF BACKGROUND AND COMCMENT:
As with Design Solution number six (6), staff is always supportive of .any attempt to make use of
alternative forms of energy. In focusing on this proposed Design Solution, there may be situations
where solar panels cannot be flush with the roof and that flexibility is needed to allow for their use.
The benefit here is that panels, that are not flush with the roof, can utilize existing tracking
technology to make more efficient use of the suns rays. Some of these solar tracking technologies
may not have been in existence when the EDD Manual was developed in 1994. This design option
incorporates the latest technologies available to builders.
Solar efficiencies are enhanced where the longer building axis is at least one and a half (1%z) times
the shorter axis and the longer axis is within fifteen degrees (15°) of the geographic east/west axis.
CHART, TABLE OR DEMONSTRATION: NONE
STAFF RECOMIVIENDATION:
Staff supports the proposed Design Solution and recommends that a condition be considered for
placement on the project indicating that the Design Solution can only be implemented in situations
where it can be demonstrated that
1. The light reflecting from solar energy collection features will not create a public safety,
traffic hazard, or annoyance to others, and
2. Any buildings utilizing solar panels shall have its longer building axis is at'least one and a
half '(1 %Z) times the shorter axis and the longer axis is within fifteen degrees (15°) .of the
geographic east/west axis (LEED Standard)

34
