STAFF RECOMIVVIT;NL/ATION:
Staff supports the Design Solution request from the standpoint that there may need to be some
flexibility to address on-site. topography issues or to guarantee the protection of existing foliage.
Staff is uncomfortable, however, with a total replacement of the existing standards with the one
proposed by the applicant.
Therefore, staff recommends that the proposed modification to the grading and erosion control
standards, as proposed by the applicant, be allowed only when the applicant can demonstrate on a
site-specific development plan the need, and benefits to on-site natural resources, of waiving the
requirement due to the following:
® Steeper back slopes will reduce overall site grading and disturbance, and
® Less site grading and disturbance will preserve more land area in it present natural
condition.
® By maintaining more natural land cover, off-site impacts can be minimized.
® Reduction of natural disturbances allows for an opportunity for functional, healthy
ecosystems to co-exist with human development.
Staff believes that it would be more appropriate to have to as a condition of the SUP approval and
allow for the modification only when it is demonstrated to be necessary rather than replacing the
existing standard outright.
27
