a. The Buckhorn Village Economic Development Planned Development application, ~, <br />prepared by Summit Consulting and Scott T. Murray Incorporated, outlining the <br />nature of the project, <br />b. The sworn testimony, as outlined within the minutes of the QUARTERLY <br />PUBLIC HEARINGS, dated February 25, 2008 and April 1, 2008 of: <br />• i. The applicants, namely: Rosemary Waldorf, Roger Perry, and George Dorton <br />ii. The consultants, namely: <br />1. Summit Consulting Firm (Jim Parker, Tracy Parrott) <br />2. Scott T. Murray Incorporated (Scott Murray) <br />3. Gel Group -Environmental Consultants (Bob Miller) <br />4. Arcadis -Traffic Engineering Firm (Tyson Graves) <br />iii. Planning staff, <br />iv. The Board of County Commissioners and the Planning Board, and <br />v. Members of the general public. <br />c. -The applicant's response to questions asked during the PUBLIC HEARINGS <br />dated March 19, 2008 and Apri130; 2008, <br />d. The Orange County Zoning Ordinance, <br />e. The Orange County Economic Development Design Manual, and. <br />f. The Orange County Comprehensive Plan. <br />Please refer to the information outlined under Section I Rezoning for a detailed breakdown of <br />the various Ordinance and Comprehensive Plan sections utilized in making the our <br />recommendation. <br />SECTION 7.5.4 (d) and (e): <br />The remaining required findings contained within Section 7.5.4 are as follows: <br />(d) As to the suitability of plans proposed or the desirability of amendments; <br />(e) As to the adherence to PD or general regulations or as to desirable specific modifications in <br />PD or general regulations as applied to the particular case, based on determination that <br />such modifications are necessary or justified in the particular case by demonstration that the <br />public purposes of PD or other <br />In making a recommendation of these items, please accept the following analysis of the fourteen (l4) <br />proposed design solutions as contained within the application: <br />DESIGN SOLUTION ONE.
