Design Solution'Tlairteen (13): Janstifacation: <br />The Orange County Economic Development Manual currently allows a 2S% break in the 100' <br />MTC buffer. This break is indicated in the design manual as a 2S% opening from the property <br />side through to the right of way of I-40/I-8S. <br />The existing water feature as identified by Orange County and there buffer rules will not allow <br />clearing this entire width. Therefore existing vegetation will remain between the property and the <br />right of way regardless of the allowed breaks. <br />We request that the allowed break be increased to 60% to compensate for the inability to <br />accomplish the intent of the ordinance by allowing completed vistas through the buffer. Our 60% <br />will provide a diffused buffer allowing visibility through the trees but not vast open swaths. And <br />equating the allowed break versus 60% is basically a net result of zero. <br />We believe the original intent of the buffer was two-fold <br />1. To provide noise reduction from potential development of residential properties <br />2. To provide screening from Industrial and warehouse uses <br />The intended use of Buckhorn Village will not warrant a need for noise abatement from I-40/I8S. <br />The development itself with the proposed landscaping and hard structures will fill the void left <br />from any buffer reduction. <br />The intended use of Buckhorn Village will provide an architecturally/landscaped controlled site, <br />thus not requiring a visual screen. <br />Attached are exhibits depicting a before and after cross section, our plan view of requested buffer <br />breaks, and some superimposed images depicting the current view from the interstate and a mock <br />view of the future condition. <br /> <br />
