Design Solution Two (2): Justification: <br />The C?range County Economic Development Manual currently employs a composite ratio system ~_ <br />to regulate the overall development of a parcel of property within an Economic Development <br />district. This ratio is comprised of the following individual elements: <br />1. Impervious Surface Ratio (ISR): A calculation identifying the. proportion of a site <br />covered by any surface or material that impedes or prevents the natural infiltration of <br />water into the soil. Buildings, sidewallcs, driveways, parking/loading areas, and exterior <br />storage areas (paved and/or unpaved) are all examples of impervious surfaces. <br />2. Building Volume Ratio (BVR}: A calculation identifying the portion of a site devoted to <br />support a building, parking, loading, and exterior storage area intended to support a <br />proposed land use. The formula for calculating the BVR is as follows: <br />BVR = ~ (VB +VP + VL + VE) / 10 <br />A <br />Where: <br />BVR =Building volume ratio <br />VB =Volume of building(s) <br />VP =Volume of parking areas <br />VL =Volume or loading areas <br />VE =Volume of exterior storage <br />A - =Site or lot area <br />C. <br />10 =According to the Manual, this is the constant built into the <br />formula taking into account a standard building, covering an <br />entire site, that is ten (10) feet in height. <br />3. Landscape Volume Ratio (LVR): A calculation identifying the total volume of trees, <br />shrubs, buffers, and berms (either existing or installed) compared to the total size of the <br />lot being developed. The formula for calculating the LVR is as follows: <br />A <br />Where: <br />VT =Volume of trees <br />VB =Volume of berms <br />A =Site or lot area <br />10 =According to the Manual, this is the constant built into the <br />formula taking into account an existing property with <br />vegetation, covering an eatire site, that is ten (10) feet in height. <br /> <br />
