Attachment 2 <br />Excerpt of Eno EDD Area Small Area Plan <br />On the other side of the Fish Dam Road there is a tract of Eno River State <br />Park property. That piece was once owned by her great-grandfather as well. <br />This piece has river frontage. She informed me that this piece is also significant <br />because there are two old grills there. One is made with an iron grate. The other <br />is a chimney that has a section from an old wood stove. The old iron stove eyes <br />are still there in place. These grills were made shortly after Duke Power <br />purchased Southern Power Plant. That is where the residents of the Southern <br />Power Plant Village held their company picnics shortly after the Duke purchase <br />and prior to families leaving the village.. During later years, area African- <br />American churches were allowed to have their church picnics there. <br />I would ask, Judith, that you include in your Motion that such places of historical <br />significance be identified and protected as the Eno EDD is developed. <br />Jay Bryan: I would also ask you to include the following additional points in your <br />Motion: <br />1. That the Task Force members for the Eno EDD Small Area Plan be <br />reconstituted, along with additional interested members•of the public, to <br />serve as a task force to oversee and participate in the implementation of <br />the-Small Area Plan. <br />2. That Nos. 3~ and 4 of the Transportation section on page 52 of the Small <br />Area Plan be changed as follows: <br />a. Provide off road and/or on road bicycle lanes along Old N.C. 10. <br />b. Provide sidewalks along Highway 70 as the area develops. <br />MOTION: Judith Wegner made a motion to recommend approval with the <br />following comments: <br />1) Appendix A Proposed Permitted Use Table be further reviewed, streamlined, <br />and simplified to make it more consistent with existing Orange County <br />ordinances and polices. <br />2) Language on page 49 about mixed use be further reviewed. <br />3) Language EDD Design Manual -say that the Manual applies to the area. <br />4) Task Force that put together plan and additional property owners. be <br />appointed to an Implementation Task Force <br />5) Bicycle lanes and sidewalks along Old NC10 and Highway 70 be provided, <br />not just evaluated <br />6) Review properties for historical significance. <br />Michelle Kempinski: friendly amendment to #2 -define appropriate proportions. <br />SECOND: Craufurd Goodwin. <br />VOTE: Unanimous <br />
