PARTIES. The parties to this Memorandum of Understanding/Agreement (hereinafter <br /> referred to as "MOA" or"Agreement") are the State of North Carolina, Department of <br /> Public Safety, Division of Emergency Management and the County of Orange. <br /> II. AUTHORITY. This Agreement is authorized under the provisions of: 1) Public Law <br /> 111-83, The Department of Homeland Security Appropriations Act, 2011; 2) Public <br /> Law 110-53, The 9/11 Commission Act of 2007; 3) Public Law 107-56, (6 U.S.C. § <br /> 101 et seq.),the USA Patriot Act of 2001; 4) Public Law 107-296, the Homeland <br /> Security Act of 2002, 6 U.S.C. 101 et. seq.; 5) Public Law 109-295, The Post-Katrina <br /> Emergency Management Reform Act of 2006, 6 U.S.C. 752(c); 6) the implementing <br /> recommendations or regulations of each Act or Law, if any; 7)the U.S. Department of <br /> Homeland Security, FY 2011 Homeland Security Grant Program Guidance (HSGP) <br /> and Application Kit available at: <br /> http://www.fema.gov/pdf/government/grant/2011/fy10_hsgp_kit.pdf, 8) DHS FY <br /> 2011-SS-TO-0075; 9) applicable Grants Programs Directorate (GPD) Information <br /> Bulletins available at: http://www.fema.gov/government/grantibulletins/index.shtm; <br /> and 10) the N.C.
