Bids will be received for the project until Thursday, May 29, 2014 at 2:00 pm local time in the <br /> West Campus Office Building (same location as the Pre-Bid Meeting). All bidders are directed to <br /> the Instructions to Bidders for the complete list of bidding requirements. All attendees should ' <br /> refer to the McGill Associates bid website for current planholder lists and other pertinent <br /> information regarding the bid. The website address is www.mcgillbidline.com. <br /> 5. The project involves approximately 2,100 linear feet of 12-inch diameter PVC gravity sewer line <br /> from the Morinaga property, south to an existing sewer line in western Orange County near Ben ' <br /> Wilson Road, complete with manholes, clearing, restoration, and related appurtenances. <br /> Additionally, the project includes approximately 5,500 linear feet of 16-inch and 12-inch ductile <br /> iron potable water line along portions of Ben Wilson Road and the new section of access road to , <br /> the Morinaga Facility, complete with valves, hydrants, restoration, and related appurtenances. Mr. <br /> Chapman explained the locations of the project with respect to the existing roadways, proposed <br /> roadways, and proposed Morinaga site with a hand drawn diagram on a board in the room. He ' <br /> outlined which areas of the project (the proposed roadway and new intersection of Ben Wilson <br /> Road) would have no access during the first 120 days of the construction period. Mr. Chapman <br /> outlined that the roadway is being constructed by NCDOT, and that the site would be available to <br /> the Contractor after the road is graded, drainage installed, and base/asphalt binder placed. <br /> NCDOT will then place the final layer of asphalt pavement after the water line is installed. <br /> 6. Bidders were directed to the Bid Form for review of the unit price bid schedule. Please note that ' <br /> bids submitted for the project shall be honored for a period of 75 days from the date of the bid <br /> opening. ' <br /> 7. Please refer to the Bid Documents for requirements of the contract duration(s) in calendar days. <br /> The project schedule includes 180 consecutive calendar days after the date of the Notice to ' <br /> Proceed for Substantial Completion and 200 consecutive calendar days for final completion, with <br /> $750.00/day liquidated damages. Portions of the site will have limited access during the first 120 <br /> days of the contract period. <br /> 8. Please note that the project is being funded in part through a Community Development Block <br /> Grant. , <br /> 9. Orange County has a minority outreach requirement. To meet those outreach requirements,we are <br /> using the State Special Conditions included in the bid documents. Bidding contractors must ' <br /> comply with the County's minority policy, a copy of which is included in the bid documents. <br /> a. The County has established a 10% participation goal by DBE firms. Contractors must <br /> perform the required good faith efforts in soliciting minority sub-contractors and any sub- <br /> contractors which are represented as MBE/DBE must be a "Certified DBE/MBE" by the <br /> office of Historically Underutilized Businesses (HUB). There is no distinction between ' <br /> minority or women owned businesses. <br /> b. The DBE requirements apply to all disciplines where a potential sub-contract may occur. <br /> A contractor does not need to solicit for any work disciplines which he intends to self- <br /> perform. <br /> c. Please note that the participation goals are"goals only"and not a requirement. Regardless ' <br /> of whether the goals are met, proof of each bidder's good faith efforts is required. <br />
