Certified as socially and economically disadvantaged by the Small Business Administration. <br /> (1) Socially disadvantaged individuals means such persons which are socially <br /> disadvantaged because of their identification as members of certain groups that <br /> have suffered the effects of discriminatory practices or similar invidious <br /> (2) Economically disadvantaged individuals means socially disadvantaged individuals whose <br /> ability to compete in the free enterprise system is impaired due to diminished <br /> opportunities to obtain capital and credit as compared to others in the same line of <br /> business who are not socially disadvantaged.
