2 <br />Terms of the Appointment of Laura Blackmon <br />As Orange County Manager <br />In consideration of the public service provided to Orange County by Ms. Blackmon, pursuant to <br />N.C. Gen. Stat. § 153A-92, Ms. Blackmon will receive the following compensation and other <br />consideration: <br />1. An annual salary of $135,000.00, effective November 30,-2006. <br />2. Ms. Blackmon will be evaluated at least annually with the potential for receiving <br />merit increases plus any bonus as the Boazd of Commissioners, in its discretion, deems <br />appropriate from time to time. For the 2006-2007 fiscal yeaz, the Boazd of Commissioners and <br />Ms. Blackmon will together evaluate Ms. Blackmon's performance in Apri12007 and in June <br />2007. <br />3. The same cost of living adjustment as received by full time, permanent County <br />employees from time to time. <br />4. A County owned vehicle (compressed natural gas) assigned to Ms. Blackmon. <br />5. A County owned cell phone provided to Ms. Blackmon for County use and for <br />personal use, the latter only as provided for in a County policy concerning the personal use by <br />County employees of County owned cell phones. <br />6. Vacation and leave time: (1) Effective November 30, 2006, paid vacation leave <br />will be accrued at the rate of 10 hours per month. Provided, however, Ms. Blackmon may draw <br />on and use immediately 80 hours (10 days) of her first yeaz's paid vacation leave. Earned and <br />unused vacation leave maybe accumulated without a maximum until January 31 of each year. <br />On that date, any accumulated vacation leave in excess of 240 hours will convert to sick leave. <br />The maximum amount of accumulated vacation leave that can be carried forward to February 1 <br />is 240 hours. (2) Effective November 30, 2006, paid sick leave will be accrued at the rate of 8 <br />
