DRAFT <br />approved to receive grant funds to increase its on-the-job training components with <br />employers, to provide job coaches to targeted participants, to provide work incentives to <br />successful participants and to provide subsidized employment opportunities. There is no <br />County match required for the receipt of these funds. This budget amendment provides for <br />the receipt of these grant funds for the above stated purpose. (See Attachment 1, column <br />#2) <br />Criminal Justice Partnership Program (CJPP) <br />3. At its November 2, 2006 meeting, the Board of County Commissioners accepted a grant <br />award totaling $176,538 in Criminal Justice Partnership Program (CJPP) funds from the NC <br />Department of Correction. The CJPP grant award will fund the cost of program services <br />provided by the Freedom House Resource Center to assist adult offenders sentenced to <br />intermediate sanctions. The grant award is $52,224 more than the original budgeted amount <br />for fiscal year 2006-07. There is no County match required for the receipt of these funds. <br />This budget amendment provides for the receipt. of additional funds for $52,224. (See <br />Attachment 3, Criminal Justice Partnership Program Grant Project Ordinance) <br />Solid Waste Enterprise Fund <br />4. The Solid Waste Department has received notification from officials of the Talking Phone <br />Book of funds totaling $3,000 to cover the department's costs for advertising related directly <br />to phonebook recycling. Radio and print ads will run in local media reminding residents and <br />businesses to recycle their old phonebooks as the new Talking Phone Books are distributed. <br />It is the intention of the Talking Phone Book to be environmentally conscious and help ease <br />the impact on the waste stream that the distribution of new phonebooks create.' This budget <br />amendment provides for the receipt of these funds in the Solid Waste Enterprise Fund for <br />the above stated purpose. (See Attachment 1, column #4) <br />Non-Departmental <br />5. At ,its November 2, 2006 meeting, the .Board of County Commissioners approved a <br />contribution of $3,835 to the Upper Neuse River Basin Association (UNRRA) to complete a <br />Stakeholder ("Outreach") Process as part of the Falls Lake Nutrient Management Strategy. <br />Of the $3,835 contribution, one half would be paid during this fiscal year ($1,917), and the <br />remaining half in the FY 2007-08 budget. This budget amendment provides for the <br />contribution of $1,917 for this fiscal year as an appropriation from Commissioner <br />Contingency. With this appropriation, $18,083 remains in Commissioner Contingency for FY <br />2006-07. (See Attachment 1, column #5) <br />FINANCIAL IMPACT: Financial impacts are included in the background information above. <br />RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners <br />approve the attached budget ordinance and grant project ordinance amendments. <br />
