The project was advertised for competitive bid in late April and bids were opened on May 29, 2014. Four bids were received, and after a period of review by County staff and the County's engineering consultant, McGill Associates, J.F. Wilkerson Contracting Co., Inc. was determined to have the lowest responsible, responsive bid with a total bid of $747,840 (see Attachments 1 and 2). The bid is higher than anticipated by the County's engineering consultant. Though it does fall within the established budget for this project, it leaves no contingency available for the project. Because of this, staff recommends adding a 10% construction contingency ($75,000) to cover any necessary construction materials testing or any changes necessitated by field conditions.
