2 <br />2 <br />* assuring long -term partnership of the entities involved through an interlocal agreement <br />on waste handling and disposal; <br />* addressing equitable funding and mechanisms for establishing fees and making future <br />joint decisions; <br />• future use of closed landfill sites; <br />• investigation of partnership possibilities involving neighboring jurisdictions; <br />• feasibility of innovative and cost - effective, environmentally -sound methods of disposal <br />of solid waste beyond burial; <br />• potential inclusion of biosolids in long -range disposal plans; <br />• emergency storm debris planning <br />• treatment of communities impacted by siting of any facilities either within Orange <br />County or beyond its borders to receive shipments of our waste. <br />The composition is as follows: (and the Clerk's office will be soliciting applications from <br />residents over the summer and these will be appointed by the BOCC at their first meeting in <br />September ( Sept. 4t") and the office has solicited appointees from the Towns. <br />SPECIAL REPRESENTATION <br />Orange County Commissioners 2 <br />Town of Chapel Hill Councilmembers (2) <br />Town of Carrboro Aldermen (2) <br />Mayor Lydia Lavelle and Alderman <br />Randee Haven O'Donnell <br />Town of Hillsborough Commissioners (2) <br />Commissioners Brian Lowen and Kathleen <br />Ferguson <br />UNC Representatives 2 <br />Residents- At -Large (5) <br />FINANCIAL IMPACT: None. <br />RECOMMENDATION(S): Consider making BOCC appointments to the Solid Waste Advisory <br />Group and to appoint a Chair. <br />
