1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 17, 2014 <br /> Action Agenda <br /> Item No. 7-i <br /> SUBJECT: Inter local Agreement for Solid Waste Management <br /> DEPARTMENT: Solid Waste Management PUBLIC HEARING: (YIN) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Gayle Wilson, 919-968-2885 <br /> Draft Preliminary Inter local Agreement Michael Talbert, 919-245-2308 <br /> John Roberts, 919-245-2318 <br /> PURPOSE: To consider referring a draft preliminary Inter local Agreement for Solid Waste and <br /> Recycling (Agreement) to the recently created Solid Waste Advisory Group (SWAG) with <br /> outstanding issues/provisions to be resolved, with the Agreement subsequently being <br /> resubmitted to the Towns and County for finalization and adoption. <br /> BACKGROUND: At its May 13, 2014 work session, the BOCC discussed adopting a preliminary <br /> Agreement that would be amended in the future once remaining outstanding issues or areas of <br /> potential disagreement are resolved. The BOCC also discussed that a multi-jurisdictional <br /> advisory group be established to address those outstanding issues and make recommendations <br /> to the parties of the Agreement so that the Agreement can be amended and finalized. At its <br /> June 3 meeting the BOCC formally established the SWAG and indicated that the draft <br /> preliminary Inter local Agreement (attached) will represent the base document from which their <br /> discussions, revisions and recommendations would be made. <br /> A preliminary report from the SWAG may be presented at the November 20, 2014 Assembly of <br /> Governments meeting. The issues recommended to be addressed by the SWAG with regard to <br /> the preliminary Agreement include, but are not limited to: <br /> * an interlocal agreement on solid waste; <br /> * reducing solid waste that is not recycled; <br /> * recycling opportunities and services; <br /> *siting a transfer station or landfill within the county; <br /> *supporting public education on solid waste issues; <br /> * construction and demolition waste; <br /> * assuring long-term partnership of the entities involved through an interlocal agreement <br /> on waste handling and disposal; <br />
