• Establishing formal stream buffer replacement standards in cases where <br />a stream buffer has been disturbed or needs to be re-established as the result <br />of new development; and <br />• Creation of new regulations allowing for minimal disturbance within an <br />identified stream buffer for specific types of development (i.e. docks, boat <br />houses, trails and greenways, etc.) as well as mitigation standards. <br />Purpose: To receive citizen comment on the proposed text amendments designed <br />to establish appropriate standards to mitigate encroachment into required stream <br />buffers as the result of new development or the re-establishment of previously <br />disturbed buffer areas. <br />5. Subdivision Regulations Text Amendments: Planning Board and staff initiated <br />amendments to Section IV-B, Conservation-Cluster Option, to modify the <br />perimeter buffer standards to distinguish and develop comparable dimensions <br />between urban versus rural design subdivisions. <br />Purpose: To receive citizen comment on amendments that address buffer widths, <br />vegetative requirements, and landscaping/planting requirements for subdivisions <br />following the Conservation Cluster Option of Flexible Development. <br />6. Cultural and Archaeological Survey Required for Special Use Permits: To <br />add provisions to Section 8 of the Zoning Ordinance to incorporate the <br />requirement of a Cultural and Archaeological Survey as a submittal requirement of <br />a Special Use Permit. <br />Purpose: To receive citizen comment on a proposal to require evaluation of <br />property associated with a Special Use Permit application in order to determine if <br />cultural or archaeological resources are present. <br />B. NON-PUBLIC HEARING ITEMS <br />1. Efland-Mebane Small Area Plan Implementation Focus Group Update: The <br />Focus Group has been identifying implementation measures to be pursued for <br />each of the plan recommendations. Depending on the order of implementation, it <br />is possible that some regulations could be presented at the February 2007 <br />Quarterly Public Hearing. <br />2. NC 57 Small Area Plan Task Force: A status report on the work of the Task <br />Force will be presented along with a proposed timeline for completion of the Plan <br />and presentation at a future public hearing. <br />3. Sedimentation and Erosion Control Ordinance: The NC Department of <br />Environment and Natural Resources Land Quality Section has completed a <br />technical audit of the County's Erosion Control program and. suggested 15 <br />amendments.
