1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 17, 2014 <br /> Action Agenda <br /> Item No. 6-w <br /> SUBJECT: Jordan Lake Partnership Renewal <br /> DEPARTMENT: Planning PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Addendum No. 1 to the Jordan Craig Benedict, Planning, (919) 245- <br /> Lake Partnership Memorandum 2592 <br /> Kevin Lindley, Planning, (919) 245-2583 <br /> PURPOSE: To consider approving Addendum No. 1 to the Jordan Lake Partnership (JLP) <br /> Memorandum of Understanding, renewing the County's agreement to participate until June 30, <br /> 2019. <br /> BACKGROUND: The Jordan Lake Partnership was established in 2009 via a Memorandum of <br /> Understanding (MOU) signed by Orange County and other municipalities with a mutual interest <br /> in a regional approach to water use in general and use of the Jordan Lake Water Supply in <br /> particular. The JLP meets on a regular basis to discuss items of interest and over the last <br /> several years has been working together to develop a Regional Water Supply Plan. The <br /> original MOU was for a five year term and is set to expire on June 30, 2014. Attachment 1 is an <br /> addendum to the original MOU which adds five more years to the term of the agreement. <br /> Orange County has always been forward-thinking in terms of water conservation, resource <br /> protection and smart use of water resources. The County's position at the headwaters of many <br /> of the streams and rivers which cross it makes this mindset all the more pertinent. Recognizing <br /> Jordan Lake's prominent role in the future water supply of the municipalities which surround it, <br /> the JLP has been working to keep dialog open among all the water users of the region. <br /> When the State announced it would be taking new Jordan Lake allocation requests, the JLP <br /> began working to develop a set of regionally consistent allocation applications which cover the <br /> needs of the partners and the needs of the region. Orange County has submitted a Draft <br /> Jordan Lake Allocation Application to the State for review and comment. The JLP was <br /> invaluable in providing technical data and peer review for the application, which served to <br /> greatly strengthen the request for additional Jordan Lake allocation. Participation with the JLP <br /> will continue to be valuable as the Jordan Lake Allocation process moves forward over the next <br /> several years. <br /> As a final note, staff is working to schedule time at a work session after the summer break to <br /> update the BOCC on the Jordan Lake allocation application and processing timeline. <br />
