2 <br /> site, the water line will also be looped along Ben Wilson Road to better serve the area and <br /> make future extensions more feasible. The extension of utilities to the site is part of an overall <br /> incentive package provided by Orange County, the City of Mebane and the State. This utility <br /> extension project is being funded by a Community Development Block Grant (CDBG) with a <br /> 25% local match being paid from the Article 46 sales tax fund for economic development <br /> infrastructure. <br /> Bid Information <br /> The design, permitting, and bidding phases have been completed using Article 46 Sales Tax <br /> funds approved by the Board of County Commissioners at its October 15, 2013 meeting. The <br /> project was advertised for competitive bid in late April and bids were opened on May 29, 2014. <br /> Four bids were received, and after a period of review by County staff and the County's <br /> engineering consultant, McGill Associates, J.F. Wilkerson Contracting Co., Inc. was determined <br /> to have the lowest responsible, responsive bid with a total bid of $747,840 (see Attachments 1 <br /> and 2). The bid is higher than anticipated by the County's engineering consultant. Though it <br /> does fall within the established budget for this project, it leaves no contingency available for the <br /> project. Because of this, staff recommends adding a 10% construction contingency ($75,000) <br /> to cover any necessary construction materials testing or any changes necessitated by field <br /> conditions. <br /> The following timeline represents the project delivery and completion: <br /> TASK PROPOSED END BY <br /> BEGINNING DATE <br /> DATE <br /> BOCC Action: Approve bid award to J.F. This project is being funded by a CDBG <br /> economic development infrastructure grant of $750,000, with a 25% County match totaling <br /> $250,000 from Article 46 sales tax revenue that is being used to fund design, permitting, bid <br /> services and construction oversight. In addition, staff recommends adding a 10% construction <br /> contingency of $75,000 from Article 46 sales tax revenue.
